Act No. 424/2023 Coll., which transposes the European EAA 2025 Directive into Czech legislation, will come into force on June 28, 2025. It applies not only to public administration, but also to private companies, e-shops, online services, and applications. Why address the accessibility of your website?
Digital accessibility means that a website or mobile application can also be used by people with visual, hearing, motor, or cognitive impairments. In the Czech Republic, this affects one in ten people. From June 2025, it will no longer be just a matter of good intentions – it will be a legal obligation. Who must have an accessible website?
The law applies to companies and organizations that meet at least one of the following criteria:
- have more than 10 employees or an annual turnover of more than 2 million euros
- provide publicly available digital services (e.g., e-shops, online banking, reservation systems, e-learning, e-books)
- launch a new website or application after June 28, 2025
- make a fundamental change that affects the structure, control, or appearance of the website
Exception: Micro-enterprises with fewer than 10 employees and a turnover of less than €2 million are exempt if ensuring accessibility would place a disproportionate burden on them.
What is an accessible website or application?
An accessible digital service must be operable without a mouse, without the need to perceive colors or hear sound. This includes, for example:
- the ability to control the service only using the keyboard
- legible color contrasts and sufficiently large font
- alternative texts for images and icons
- correctly structured headings and logical content organization
- compatibility with screen readers for blind users
The technical requirements are based on the WCAG 2.1 standard (level AA includes 50 requirements).

What are the consequences of violating the law?
Companies that do not comply with the requirements of the law risk:
- a fine of up to 10 million crowns
- suspension of activities
- damage to reputation and negative publicity
- loss of trust among users
- exclusion from public contracts
- possible legal action from disadvantaged users
